Tiny portions and charges for substitution. Like extremely small. Smells weird. Wouldn't go here again

Despite the rumors, I’ve always been a customer to this restaurant. My family and I dinned in a few times and always order take out. Today, I finally experienced a bad batch of chicken chow mein. As I opened the bag to pull out the foam trays, something smelled spoiled. I ask my husband to smell it and he said to set it aside. The rest of the food we ordered seemed fine. I called the restaurant and informed them that the chicken chow mein was spoiled and I offer to take it back so they can smell it and that I want a refund for the chow mein only. The manager said they do not refund, they can only make me another plate. He also said they have been making this food all day and no one has complained. I asked to speak to the owner and the manager said the owner is the cook and refused to refund. I am very disappointed with their service. They permanently lost a customer. If only you can smell what I smelled. I can’t believe they would serve spoiled food to their customers.
Do not go…
Response to owner:
Are you aware that multiple individuals can review at the same time as well as go eat together? If a table of 5-8 people do not like the restaurant we can all individually review ur terrible restaurant, dont give a sassy response, fix ur restaurant.

Do NOT judge this book by its cover! The food is delicious! It used to be good and now it's amazing. I don't know why. Maybe different cook? I don't know. I just know that it's delicious. We used to deal with China Inns's ridiculously long waiting times because we liked the food more but now, hands down, Peony Pavilion is the go to place. The decor leaves so much to be desired, and the colors are not that great but it's better than the Pepto Bismol pink they had for awhile ? Service is quick and friendly. Prices, fair, considering how everything has gone up. And portions are more than reasonable. I personally like chicken with broccoli in white sauce, salt and pepper fish, Mongolian beef, Kong Pow chicken, and Chicken Chow Mei . They also have this awesome Noodle soup with different meats in it. I like it with their seed-like hot sauce and no noodles. I use rice instead. Perfect when feeling under the weather or in need of a little soothing.
Dietary restrictions: Since I have to limit my beef intake they were willing to alter the beef and broccoli to chicken and broccoli and recommended white sauce instead of brown. Best Choice Ever!!!!

Portions are a good size but the taste of the food was not as expected. The food was bland compared to other Chinese restaurants I have ordered at. I was cashed out promptly and the restaurant was orderly.

Staff was amicable. Portions are descent. There was a concerned with some of the food items; smelled and tasted spoiled. Hygiene needs to be highly implemented (greasy tables and chairs). When we brought up possible food being spoiled, management did not address this concern directly.I apologize for posting this data; we don't want anyone to become ill. Sorry. ??After seeing the response from the owner, claiming we wanted a discount or some sort of free items, such were not true. We ordered two lunch specials, two iced teas for the price of $36 dollars and some cents... we paid for it in full price without asking for any refund or anything else from the establishment. When we bit on that egg roll, such had a horrible taste of putridity. We told the waitress and they kindly offered a replacement. We were not interested. We did not even finish the overly cooked, dry and salty food... left a tip for the waitress and decided to leave the premises.I hope this establishment comes back to its former glory. I wish the owners only the best.
