Pho Bien had a surprisingly long wait just to place our order, especially considering we were the only ones in the restaurant at the time. Once the order was finally taken, the food actually came out in a reasonable amount of time.
The restaurant itself was pretty much what I expected based on the reviews and right off Route 13. When we first walked in, the dining room was empty, and it took a minute to find someone to seat us. The dining room is fairly large, but there was another delay before our server came by, even though we were ready to order.
We ordered the beef from the number two happy hour option, which came with a rice roll and was actually very tasty. The classic chicken fried rice was straightforward and exactly what you would expect. Presentation overall was pretty basic and nothing that really stood out.
The bathrooms were clean, and the staff was friendly enough, though not overly attentive as some other reviews suggested. Overall, I would give it four stars. The restaurant is right on Route 13, and if you are really craving pho, it would be a decent place to stop. Just keep in mind that service is slow. We were there for about an hour despite being the only people in the restaurant at the time.

It was a cold and dark Sunday afternoon following a holiday of eating everything a person shouldn't. The food was amazing. I The cure we needed.

So when we came in the place was completely empty so we so owner or lady at the register was on the phone for like 10 minutes as I looked around the place the chairs was dirty so we I just looked past it as we was waiting we wanted to order drinks the freezer was old an wasn't clean an then I asked how much for a can soda she said 2 dollars but if we eat inside it was a dollar you can't make customers eat inside! So me an my wife walked out! It was our very first time coming here an it will be our last very unprofessional

If you had any second thoughts about eating here due to looks, don’t. This restaurant is AMAZING. The pho was delicious and we will be stopping here anytime we pass by again. Its family ran and soooo good.

Driving past Phở Biển, the sign alone might make you laugh — a little crooked, a little faded, and promising “Best Pho in Town.” On our way to Norfolk, we noticed it but kept driving. On the way home, though, hunger and curiosity won out — and I’m so glad they did.
It’s exactly the kind of place Bourdain would’ve told you not to overlook: unassuming from the outside, alive with quiet authenticity inside. The dining room was larger than expected, empty except for us and the family enjoying their own lunch — which somehow made it even better.
The phở itself? Outstanding. Deep, fragrant broth; tender cuts of beef; perfectly balanced flavors that taste like generations of care. The staff were kind, attentive, and genuinely happy to have us there.
Phở Biển is a reminder not to judge by appearances — sometimes the best meal of your trip comes from the humblest sign on the highway. Five stars, easily.

Honestly some of the best pho I've had anywhere so far. The P1 with the tendon and the meatballs and such had a really full flavored broth that will have me coming back. Restaurant was clean, was a good value for the cost and will definitely be in our rotation for future road trips through this area!

Drive down highway 13 in Virginia’s Eastern Shore we ran across a Vietnamese Restaurant. One of our group was a lady from Vietnam so we stop for dinner. Not expecting much in this remote spot we were really surprised at the delicious food. The place is run by a very nice family from Vietnam grandma and husband cooking and mom of to grade school age girls serving.
The food was fantastic:
We all had Pho a soup dish consisting of broth, rice noodles (bánh phở), herbs, and meat – usually beef (phở bò), and sometimes chicken (phở gà). It is a popular food in Vietnam where it is served in households, street-stalls, and restaurants nationwide. Residents of the city of Nam Định were the first to create Vietnamese traditional phở. It is considered Vietnam's national dish.
We started with their amazingly delicious
Vietnamese beef salad, known as gỏi bò, combines tender beef with fresh vegetables and herbs, all tied together with a zesty dressing. This salad balances sweet, salty, sour, and spicy flavors.
Key oh so good.
