Beautiful! We noticed this gem after eating at a neighboring business, therefore, unable to provide a rating for food & service, but we stopped at Papa's Rooftop at the top of the Historic Water Street Inn for a beverage, a look at the delicious menu and the million dollar view of the St. Croix!

I would’ve given zero stars if it was available the service was horrible. We waited a half hour just to get a server and then another half hour to get our drinks and then they screwed up. Our gluten-free order made a gluten-free and put a breadstick on it, which would cross out the gluten-free. The food was horrible and the service was horrible and the manager was horrible and slow besides that it was good. Zero stars

I do not send dishes back but our table sent back two dishes and didn't choose to get anything to replace them. The bar was also backed up and it took quite a bit of time to get drinks. Our server was lovely and the views were great. Unfortunately, I can't recommend going here.

Tried rot take our order once when we weren’t ready and then just ignored us the rest of the time. We waited about 20 minutes. It’s all good— plenty of other roof tops.

We were there on Saturday 10/20/2025 about 2pm. Server was like he did not want to be there. We ordered tap beers, he said no tap, we ran out of Co2. I don't know when it will be fixed. No apology. We ordered 3 beers and a mixed drink, when they came he had them all mixed up. Only 2 of the 4 of us ordered food 1 pizza fries and 1 salad. The food was good. When we asked for our tab he bought 3 of them for the 4 of us, and they weren't even ours

The food was pretty average I‘d say. The pizza looked like an average American, doughy pizza. The topping options sounded good though. The salads were good and fresh. In my option the salads are the best options.

We paid $20 for a Margherita pizza that was about the size of a small frisbee and looked like it had been to hell and back. I honestly think a plastic frisbee would have tasted better than what were served too. If you plan to order a pizza to share, better plan on buying two or three, because they are TINY and EXPENSIVE.
The quality was terrible. Super bland, blatantly low quality ingredients, and definitely canned sauce that was half dried out and strewn across the thing like an elementary school art project. Wish I would have snapped a picture because it was positively dreadful. For the price, I had way higher hopes.
Save your money and go to The Tilted Tiki Tropical Bar down the street, which is where we headed with our shattered hopes after this terrible experience at Papa's. Tilted Tiki has WAY better food, service, prices, and atmosphere. Papa's should maybe stick to the hotel business. The view is honestly the best thing this place has going for it. Personally, we won't be going back.

Mediocre atmosphere with truly surprisingly bad food. The servers and staff are wonderful humans, but a group of people should be able to go out with a decent view and at least mediocre food for this pricing. Save your time and pick another spot even without a view, as most of their views are obstructed in some way, leaving you forced to confront the truly appalling food.
(Chicken: dry. Pizza: tacky and with hair in it. Olive tapenade: tasteless. Steak bites: underseasoned and off temp. Wrap: way worse than a grocery store option)

Not great service and we were 1 of only 3 tables taken. Not many options on the menu, missing a lot of staples that restaurants have which makes it hard for “pickier” eaters. The pizza was gross and cold. Went for brunch right when they opened on the weekend but they told us their brunch menu wasn’t available yet even though it’s on their website. Won’t be going back.
