Depends on what you order and who your Bartender is and attitude with the drink experience. Live bands are definitely much better than the DJ who was there last night :/ so DJs and Bands vary, as well. Good luck, have fun, and NEVER DRINK AND DRIVE
Richard Noggins is an okay bar. It's one of the better options in Portsmouth. The drink prices are cheap. It's atmosphere is typical of the area. The bar is usually quiet if there isn't a musical act playing. A lot of crappy bars in Portsmouth get more of the local crowd. It's expected out of towners avoid these. I went on a Thursday night and I felt like I was a little too old to be there. Most of the people there seemed like college students. There was a guy there who bought a shot for everyone who wanted to. Ended up buying like 11 shots or something. Apparently his dad is rich and this guy does this sort of thing regularly. Pretty neat place
