Food was really yummy, the chicken Philly was surprisingly good and good cozy atmosphere. The service was very good
However the owner not paying their staff a living wage and expecting 25% tips and 18% on togos takes a star away. Keep the 18% “service fee” in mind if you place an order.
The staff was fantastic and they deserve to be paid accordingly by their employer.

This place had the perfect mix of a cool and relaxing atmosphere. Service was phenomenal, our server was edye, but all the servers held such a fun vibe too. We got the beef pho and the banh mi sandwich, both were delicious. They also had a lot of vegan and gluten free options if that’s what you’re looking for

Exceptional vegan options! My carnivore friends didn't miss the animal protein at all. The vibe is cool, chic, modern. They accommodated a party of 10 and pairs of diners with ease.

Pho soup was nice and warm
I have had a lot of pho in my life, saw the high review rating so I was excited to try this place. The cubed beef, chopped noodles, flat broth notes, and missing sides of fresh vegetables made it feel more like a fancy instant pho bowl from Costco. Not the experience I hoped for, but give it a try and maybe it will hit better for you. $20/bowl, tourist destination, and in Utah. I get it, but cubed beef come on…

Food is food as far as 98 Center goes. I ordered Phó to go. It was $30. That is INSANE. They add 18 or 20% gratuity for to go orders. You're kidding me! Picking up a to go order does noe warrant a tip, let alone a 20%. Perhaps you should pay higher wages to your employees, then you wouldn't have to charge your customers the difference of their wages for grabbing a bag of food. That is bare minimum service, and does not earn a 20% gratuity. Ridiculous!
Edited to respond to the response: 1) STOP discounting this REPEATED complaint. It is gross to charge gratuity up front for any regular orders, let alone take out. NO OTHER restaurants, that I have taken out from, in Moab charges gratuity for take out. Why? Because they are smart enough to know it is UNACCEPTABLE. 2) If you ACTUALLY cared, you would respond genuinely, instead of copy and pasting the exact same response to all reviews speaking of your service, prices, or fees. Nobody feels cared about when you receive the same deflecting response as everyone else.
3) Why would I go back and spend more money when you're going to do the same thing? Or are you promising a free meal? Because I don't think that's what is meant.
