The 10th floor of City Hall isn't glamorous, and neither is the cafe... but what it lacks in lustre, it makes up for in breakfast and lunch staples for a reasonable price. Worth a try.

Starbucks is gone, but there's a good little coffee place on 1st floor, however U must negotiate the security gauntlet single point of entry
