=== 1. VERDICT/VALUE It's not better or worse - just different than Popeye's down the road - the flavour profile is different. Popeye's offers two flavours (spicy and not), the option of breast meat, and meat that is marinated/saltier. Pelicana offers nine flavours, bone-in or not, only dark meat, and thinner batter - chicken lovers win with all of the choices between the two restaurants!=== 2. FOOD You're coming here for the chicken: - Boneless is better value, as each piece is smaller, but fills up the box better (so you get more meat per box). - Bone-in offers mainly drumsticks, with some thighs (cut in half maybe?)... the bone-in box we got only had three drumsticks and a mixture of broken/cut thighs and boneless pieces.Korean soy sauce, and the sweet signature sauces are nice; you can order the chicken with the sauce on the side (for dipping) which makes it much more palatable for those sensitive to salt. In fact, we prefer to order it this way anyway, because the fried chicken by itself without the sauce is pretty good too :)The boxes of chicken start at "medium" - which is supposed to be 8 pieces but consistently more than that, bring it to be a much better value than Popeyes. The drumsticks here beat Popeyes, but Popeyes has larger thigh pieces. === 3. SERVICE They claim that unlike Popeyes, they only make the chicken when you order it, so I recommend calling ahead of time, or be available to wait about 10-15 minutes. The staff have been professional every time, and seem to speak English and Korean.=== 4. ENVIRONMENT It's small and a little drab, so we've only done takeout. Actually, I can't recall any time in which I saw a dine-in customer; they would be limited regardless, as there are really only a few tables, catering only to groups of 2 or 4. Wheelchairs and baby strollers can fit with ease. The only challenge may be parking - it ebbs and flows in the shopping complex lot, but it's often busy at lunch time and when the college and university and schools let out!

I ordered the Boneless #3 spicy signature. The perfect balance of sweet and spicy! Food is good price is moderate but the service from owner operater Miyoung is next level. This place is so friendly and it's quaint Shelbourne location keeps this a nice local (secret).

Exquisite texture, very generous portions, and no-frills but friendly service, exactly as it should be. Location is great amidst the strip malls full of great food. Prices way more reasonable than expected for 2023.

Absolutely loved the place! Amazing food and great service, there is a reason the establishment has been around since the 80's, they definitely know how to make some bomb chicken!! One of Victoria's finest fried chicken spots without question

Extremely tasty, and very friendly service. Well worth the wait for the chicken to be prepared. Already looking forward to next time.

Pretty good chicken in a convenient location for Gordon Head. Ordered the spicy signature flavor with onion rings. Both were cooked to perfection!

The batter was moist and soggy. They also messed up the flavour. Wouldn't waste time ordering from here.

I’ve been excited to try this place out for quite a while ever since they opened, because my Korean friend told me it’s his favourite chain back home. It’s pretty interesting that the Korean equivalent of Colonel Sanders entered Victoria as what seems to be a licensed mom-and-pop shop, and my experience has been pretty good so far.The chicken isn’t the juiciest ever but still tasty, and my favourite part is that their savoury sauces aren’t overly sweet like some other Korean chicken. The “Hot Devil” is a smokier version of the “Spicy Signature”, neither are that spicy imo. If you’re chasing heat, just go straight for the hottest one and you probably wouldn’t get burnt. Both time I went, they weren’t very busy and I was able to get my 4-piece meal after ~20 min as promised. The pricing is pretty reasonable for Korean fried chicken.
