Monarch has the best pastrami sandwiches in San Diego. If you want a good meal, go to monarch for a pastrami sandwich and make sure to get a drink from Christina at the bar and Jack is a great server as well Xavier and Todd are phenomenal bartenders as well. They are very attentive and caring individuals. Really make you feel like you're at home when you're here at monarch Ocean pub. I'll definitely be back for another one.

We randomly headed to this restaurant with a couple of our friends, and at first, the terrace was a bit chilly. Luckily, they sat us in a spot with a heater on, so that made things a lot cozier. We got some advice from the server on which wine to pick, and they did a really great job helping us choose something we’d enjoy. The appetizer was really good, and I personally was quite happy with my meal. Our friends, on the other hand, weren’t as thrilled with theirs, but overall, it’s a really nice spot and I’d definitely recommend it!

I love this place. It's a bit of a meat market at the bar on Friday nights, but it's always a fun time. The staff is always friendly and watch for Chuck, he is like Norm of Cheers. I'll be back again soon.

Went here on a Tuesday with a new coworker for an appetizer and some drinks. The appetizer was good, the drinks were just okay, but the service and atmosphere ruined it.
It was so loud inside that we could barely hear each other, which already made it hard to enjoy the visit. The main reason for the one star, though, was the bartender with the knuckle tattoos. I tried to order a “dirty Shirley with Tito’s,” and instead of asking me to repeat myself, he looked at my coworker and said, “What? Dude, I can’t hear a thing she’s saying,” in an annoyed tone.
I apologized and tried to brush it off, but the way he said it was condescending and unnecessary. After that, he never came back to our side of the bar, and we were basically ignored.
Overall, decent appetizer, mediocre drinks, extremely loud environment, and rude service. I will not be returning.

Food
Crispy Loligo Calamari was delicious. The loligo squid tasted fresh. It did not have a fishy smell. It was mixed with caper berries and jalapeno dust. It also came with Yazu Aioli, Spicy Kewpie, Scallion, and Lemons.
Drinks:
They have a lot of specialty cocktails. The Pog Mai Tai was so fresh and delicious. They also have a great selection of beer.
Seating:
We sat outside. They need to do a better job of letting you know your food is ready. They only have a megaphone, and you can barely hear it over the loud music and people talking. The view is nice.
