LADWP is a criminal organization. My husband is a Ph.D. in biochemical engineering. He got into LADWP in 2002 after taking a test in the city in which he got an extremely high grade. The Filipina manager he worked under initially promoted her own Filipino people despite them not having as much experience as my husband and not having as high a degree as my husband. My husband filed an internal complaint against such discriminatory treatment in the promotion process. Employment (hiring, disciplining, promotion, demotion and termination) should be based on merit NOT a person’s national origin or race, among other things (disability status, gender, age, etc.). This complaint got nowhere because of all the collusion, and ever since then, my husband NEVER GOT PROMOTED AGAIN. In 2015, my husband was physically assaulted by his assistant supervisor Ku Chung (who entered LADWP way latter than my husband and only has a bachelor’s degree but due to continuous retaliation my husband never got promoted). Aristotle Bragasin (who also entered LADWP much later than my husband and also only got a backelor’s degree but got promoted ahead of my husband even though my husband had trained him) was at the crime scene. He decided to perjury for Ku Chung as they are good friends. I took care of my husband’s knee injury which he never had before with a clear last medical history. LADWP conducted another so-called “investigation” with the manager Ronald Dergregorian perjuring for the assailant claiming my husband had this injury before and thus “falsely accused”Ku Chung. Several doctors checked my husband’s injury and recommended treatment, but LADWP decided to listen to the perjurer Aristotle while ignoring the forensic evidence (knee injury which my husband never had before), and decided my husband “falsely accused” Ku Chung. As a result, my husband got an additional 6-day suspension. When he came back, he was given excessive amount of work, excessive amount of monitoring by Aristotle (who wasn’t responsible for supervising him), while Ku Chung continuously knocked on my husband’s office wall and banged door. Ronald Dergregorian did NOTHING to prevent such workplace violence and harassment from happening and refused to transfer my husband to another location and even got mad when my husband tried to file a police report. My husband was physically and mentally traumatized. Then they forced my husband to take on multiple tasks when he had to work on the state diquat/paraquat test (which allowed the LADWP to be re-certified) just so they could force him to make a mistake. Due to the ongoing hostile work environment and the mental trauma from being disciplined AFTER having been physically assaulted and now the excessive onerous work, my husband made a mistake. When he was in the middle of detecting his mistake, Aristotle and supervisor Houri Mandjikian burst into the room and confiscated his work. My husband asked to re-do as part of the usual corrective action granted to EVERY SINGLE EMPLOYEE when the make mistakes, Houri refused and asked him to analyze his mistake. They used this preventable and correctable mistake to now frame him to be “intentionally falsifying city records” even though with scientific method of testing, my husband can be properly exonerated. We went to appeal in the City to no avail with Joseph Duffy the arbitrator IGNORING scientific evidence while only looking at what LADWP had to say. We are filing a lawsuit as there is no way LADWP can be reasoned with as it violates basically EVERY SINGLE employment regulations (discrimination, retaliation, whistleblower retaliation, workplace violence, perjury, obstruction of justice, intentional defamation, harassment). The collusion of the city with LADWP forced us to resort to a lawsuit. I have NEVER EVER seen so much criminal activity concentrated in one single workplace grossly violating employee rights. This is a criminal organization with perjurers ABOUND! The worst is the collusion and corruption within the city.
