It does get confusing which line to stand in for what food item. People are very helpful so don't be afraid to ask. And yes it is open to the public, not just employees...

Best cafeteria in all government buildings in Sacramento. Open to the public. Daily specials, good variety, reasonably priced. Happy hours specials 2-3pm on several of the weekdays with $1 to $3 snacks.
