Do not fear! The cafe is NOT inside the prison 😆 It is accessible to all civilians. There is an unmanned booth, just pass it and keep going. If you're following Google maps it will take you exactly there. There is plenty of parking. You will not find an actual looking restaurant. It is like a cafeteria inside the admin building.
