The thing I don't understand about this place is that it charges customers to use the restrooms.

I got that shock when I first crossed to Tijuana to browse around.

I went to a mini park and I was charged to use the restroom.

That's the norm over there but this is San Diego.

This is the first establishment in San Diego I have gone to that charges a fee to use the restroom.
