The restaurant itself needs an update. It's very dingy but service is quick and polite. The pho itself is plain and has no flavor, but the prices are fair, and the lemonade is delicious.
Phò Hòa in City Heights/Talmadge is a classic, fairly authentic Vietnamese pho dining experience. I give this spot a solid 4.4/5 stars. It’s not the greatest I’ve had, but it’s definitely up there. The layout of the restaurant, the busyness, and the carts they use remind me a lot of being on the train in Vietnam.

The food was great and the food came out very quick. Now the service.. it wasn't great. The server, they were all older men, seemed already annoyed before even asking for anything. He just looked annoyed the whole time. A receipt wasn't given to me. I always tip but in this case I have no idea why I did, typically it's given for good service.
