This is a VTA cafeteria at best it is worse than an old high school cafeteria.

DELICIOUSLY DONE! Everything here in this cafeteria was really mouthwatering, and they also have fresh-squeezed orange juice that I needed. I can't say enough about the food items and anything else from this cafeteria because everything here was really tasty and affordable. I will definitely come back here again for more! Strongly recommended!
My boyfriend brought me to this cafeteria last year. The foods and drinks were yummy and tasty. Besides, the waitress that served our order was patient and greeted us with a smile. Honestly, we greatly love this cafeteria, for it was perfect for our date. We will come back from time to time here. Thank you!
Local corporate cafe for VTA, also open to the public. They have a daily special, Tuesday orange chicken is a hit! The breakfast is very affordable and service is prompt, you may also call and order ahead. Salad bar is alway fully stocked with romaine and mixed greens.

I've been looking for a reasonably priced lunch spot since Kerrie's Kafe closed. River Oaks Cafe has earned it's place as my new go-to lunch spot. You can get an amazing lunch for less than $10. I ordered the Hot Pot Bi Bim Bop special (pictured). It had a good amount of veggies, nice chunks of meat, and an egg! And all that food was just $8.14 with tax. It was tasty and satisfying. The other nice thing is that there is ample parking and seating. The restaurant is tricky to find. You navigate to the VTA headquarters, turn right, then make the first left into the visitor parking lot (there are a whole bunch of 3 hour parking signs). From the parking lot, you'll see a path that leads to a little bridge on the west side of the lot. Follow it, you'll see a VTA entrance for Building C, and then you turn left, and you'll find a door for the ROC. There is another entrance, but I think this is the easiest way to find this hidden gem. After you know where it is, you'll be back for the yummy food, friendly service, and reasonable prices.
This is an absolute rare find in the Bay Area. Affordable breakfast and lunch options (under $10 as of October 2018) and nothing to complain about the quality of the meals. Minimalist no-frills cafe for grabbing a quick bite.
