I think the 4 star reviews many others posted is a good review. For food, there are many options. The food isn't great, but not bad. The prices are a bit high, but what can you expect for a tourist area.
I came to the cafeteria to get a snack after our tour on the day before Thanksgiving!\nI ended up getting the best ever complete Thanksgiving dinner for 19.75. Delicious fresh carved smoked turkey, mashed and sweet potatoes, Brussels sprouts, fresh green bean casserole, cranberry sauce , fresh greatness beans, dressing and a wonderful slice of apple pie( whipped cream, too)\nAll ingredients were fresh and tasted like it came from my kitchen( no, better!).
For being a museum cafe it's really good and has a good amount of options for lunch.
Good options for treats as well.
Best plan is to tour the Capitol around 10:30-11, eat lunch here, and then go through the tunnel to the library Congress around 1-1:30pm. That way you only need to go through the security once to see both sites.
