You get two free toppings only, and some are upcharged (like bananas or strawberries). They are also very stingy with the toppings, I chose chocolate chips and Twix. There was maybe around ten chips and a single, small Twix bar.
At $12/cone (to start, mine came to almost $16 before tip), the second scoop should be standard and toppings should be unlimited (you'll sell more cones this way).
I will join the voices saying this is a tourist trap. If you've got more money than sense, fine, but the ice cream is just good, it's not gourmet.

Double Three’s waffle cone is fantastic! The ice cream and waffle cone are delicious while also beautifully presented. I highly recommend checking this place out! My husband and I went two nights in a row because we could not stay away! On par with Hawaiian prices, it is definitely worth the cost!

I love double three,Their bubble waffles were already a hit with me, but now they added teas to their menu. It's so good on a hot day.While it's not the cheapest option around, the authenticity of flavors makes it totally worth every penny. I’ve visited countless tea shops, but this one has become my favorite. They’ve introduced a new style of tea to Kailua that is truly a game-changer. Be prepared for some wait time depending on the time of day, cashier was friendly and very efficient. I gave her my number to accumulate points. If you’re a tea enthusiast like me, this place is an absolute must-try!

Stay away from this tourist trap. We ordered two teas a bubble waffle for 35 dollars. The menu is extremely limited and most of the teas don’t even come with boba. Most importantly the teas were disgusting. We got the sea salt cream and another fruit tea and they were both awful. The fruit tea was chunky and bitter. The sea salt cream just tasted like spoiled milk. The drinks and waffles are extremely overpriced. Nearly everything on the bubble waffle is an extra charge, flavor, ice cream, syrup, or toppings. They skimp on the syrup just so you’ll pay to get double syrup. The area is small and the floor and walls had stains and crumbs. We were the only people there and yet it took 5 minutes for someone to even greet us. On top of that it took 10 minutes for our waffle and drinks. I understand the waffle is made to order but 10 minutes when we’re the only people is ridiculous. For the price I expected much better.

You fill out a little card of everything you want, hand it in and the friendly girls on the back make it fresh for you. You can sit inside on a window seat or there’s a bench outside if you prefer.

I’ve come to Double Three a few times and I’ve generally have had a pretty good experience. This past time ended all of that. I came in and witnessed one of the baristas handling different peoples food all while using the same pair of gloves. Another person who had come in noticed the same and had nicely asked for them to change their gloves when making their order. A random person who claimed to have worked at double three immediately stepped in and started interrogating the person who asked for them to change their gloves. “Are you allergic to something?” “We’re super busy we don’t usually have time to change gloves” “we generally don’t have time to wash our hands” and whatever other excuses this random person could come up with. Strike1. When said barista decided to change her gloves she tried to open the gloves by blowing into it!? Who in their right minds, especially in the food service industry opens gloves like that!? Strike 2. Then come to find out after asking for refunds the group had started to leave, the random person that claimed to be an employee was just that baristas sister “trying to stand up for her.” Strike 3. Middle management/upper management needs to retrain these employees and tell their family members to mind their own business unless you like losing business because their family members feel the need to “stick up for them” when they’re clearly in the wrong.
