This place is legendary. Im now 48 and my mom said she came here while pregnant with me. Food is very tasty, service and smiles excellent! I really enjoyed the garlic shrimp appetizer and stuffed rockfish. I can definitely see why local folks keep coming back. I believe I'd feel a bit more comfortable if the restaurant was in a location unburdened by underground moisture smell and those elements that go along with an older establishment. Overall, very nice experience celebrating...
My wife and I come here several times a year, and it is one of our favorite restaurants. We have a soft spot for old school ambience and food preparations, and Tio Pepe's is definitely a blast from the past. I can imagine eating here 20 years ago being very similar to what it is now; whether that is a good thing to you or not depends on your personal preference.

The food is incredible!!! The sangria is to die for and you have to end the night with a Spanish coffee!!!
However..... the female bartender COULD NOT BE MORE RUDE!!! She is blatantly rude right to your face, rolling her eyes and acting like we were asking for something unreasonable (a straight unchilled shot of tequila, I know crazy right?!) It was so bad that I asked her if there was a problem, I mean I got attitude simply...
