The Quarters Apartments in Oxford, Mississippi. While the staff members are friendly and courteous, the overall property management and maintenance standards are unacceptable and require immediate corrective action.

Grounds and Common Areas
• Parking lots and surrounding grounds are consistently littered with trash, even after lawn service has been completed.
• Stairwells are in unsanitary and unsafe condition, filled with cobwebs, spiders, leaves, and trash from top to bottom. Handrails are filthy, rusty, and in many areas unusable.
• Screens and shutters remain on the ground since move-in and have yet to be installed.

Unit Cleanliness and Move-In Standards
• Apartments were not properly cleaned prior to move-in. Floors were unwashed, bathtubs were dirty, and cobwebs were present throughout units.
• These conditions are not only unsanitary but also reflect a lack of basic preparation. Tenants should never be responsible for cleaning hallways, stairwells, or exterior areas themselves, yet I personally had to swiffer and mop outside a unit due to the level of filth.

Maintenance and Management Oversight
• It is clear that whoever is responsible for property upkeep is neglecting basic responsibilities. At a minimum, stairwells should be power-washed during the summer, screens and shutters properly installed, and all units thoroughly cleaned before tenants arrive.
• The poor condition of this property reflects directly on management. If current staff cannot perform these essential duties, then new staff or new management should be put in place immediately.

Policy Enforcement
• The property is marketed as a drug-free community, yet the smell of marijuana lingers throughout the parking lot regularly. This raises safety, compliance, and enforcement concerns.

Essential Services
• The WiFi has been down for days, leaving students without access to the internet as they begin classes. This is entirely unacceptable, as reliable internet access is essential for college students’ education. Management must demand immediate resolution from the provider or change carriers. Students cannot be expected to begin the semester without such a critical service.

Summary and Required Action
The Quarters has the potential to be a well-maintained, desirable property, but at present it is suffering from neglect, poor management oversight, and a lack of accountability. Friendly staff cannot make up for unsafe, unclean, and poorly maintained living conditions. Immediate action is required to bring the property up to standard.

It was called Campus Creek when I lived there. Most of our apartment had no insulation. Cold in winter, hot in summer. Huge electric bills. Our front door lock kept malfunctioning, locking us out. The wifi was unreliable.

The management threatened to evict me even after I paid my rent on time. It turns out they'd misplaced my payment. No apology.
