Was waited on by an Amish girl that couldn’t have been older than 15. She did a decent job, though.
Wife got the pancakes and biscuits & gravy. The pancakes were cooked to order and were what you’d expect. The biscuits were rock hard and the sausage gravy tasted very much of flour with little sausage in it.
I had the 3 meat wrap and hash browns. The wrap was ok - the use nacho sauce instead of actual cheese which did not sit well in my stomach. The hash browns were the star of the show!
It was very cold in the restaurant and they had at least 3 different types of candles burning in the eating area which gave a very unpleasant odor which contributed to a less than ideal atmosphere.

The inside is beautiful. The service was good, but wasn't pleased with the wraps. Got the chicken buffalo wrap. The flavor was good but it really didn't have much chicken or filling.

Diner 23 is one of our favorite places to eat as a family! It has such fun 50s diner vibes, and the staff is always so kind and welcoming. We’ve been bringing our daughter here since she was little, and every visit has been nothing but positive. The food is always delicious, but it’s the family atmosphere that makes this place so special.

My wife and I are from Columbus and have recently purchased a home in Chillicothe, out of the blue I asked my wife this morning if she wanted to go to the diner 23 in Waverly ohio for breakfast. Best decision we ever made for breakfast, the food was amazing, the atmosphere was wonderful, the people that waited on us were friendly and down to earth. It felt like eating at your house. My wife loved the coffee as well, and she doesn’t like coffee that much. We will definitely be regulars on Saturday mornings from here on out.
