We visited after we heard this cafeteria mentioned in the Toronto star.
To use the cafeteria you have to go through a screening with an ID and metal detector.
The cafeteria has some tables and they are mostly occupied. The food was awful cafeteria food that has been sitting under heat lamps. Terrible quality and overpriced considering the small portion size and the poor quality. I am not sure why the Star things anyone would be interested in eating there.

I visited the Quorum Café today during the Queen’s Park Fall Festival and was pleasantly surprised by both the atmosphere and the food! The café is tucked inside the Ontario Legislative Building, but it’s open to the public and absolutely worth checking out.I ordered the falafel wrap and tender chicken, and both exceeded expectations. The staff were friendly and efficient despite the festival crowd.

Rather an unique place to have a quick meal because it's Queen's Park. First, you have to go through security checkpoint just like at the airport, then they give you a sticker that you wear on your shirt. But because you're already in the basement, the cafeteria is in the same area. The menu isn't what I expected for the Legislative Building. They had pizza, chicken nuggets, burgers (also a vegetarian bean burger which was good), coffee, tea, soft drink, desserts. It's cheap, my burger was just $6.50 (about that price)

This is always a good spot for a quick meal and a friendly chat while visiting the Legislature. Breakfast and lunch are served daily on days the Legislature is in session.
