We've enjoyed Hugh Tea at a half dozen restaurants in Canada, England and South Africa. The Windsor Arms was gone of the better ones. Ambience, service, presentation, tea choices were all great and enjoyed our afternoon.
Beautiful room, but was too noisy, if you would play relaxing piano on a background that would elevate the whole experience and cut doin on a noise. Service was great, but scones are dry and sandwiches too bland. the whole experience was Overpriced .
My mother, my daughter and myself came to Windsor Arms for High Tea. This was a Christmas present for my mother. The room was lovely and our server was attentive and very friendly. The food was a combination of scones, finger sandwiches and pastries. Everything was delicious. This would have been a five star experience except for the renovations taking place in the room next to us lessened the experience. The chemical smell coming from the reno room kept wafting through to our dining room. It was pretty powerful and at one point my mom and daughter started feeling light headed from the fumes. The staff was very apologetic but unfortunately it was a strike against the experience. I would return but I think I would wait until the reno has been completed.
Upon entering the tea room, loud contemporary music was playing. In the room next-door, quite appropriate afternoon Tea music played. We had to ask our server to turn off the contemporary music which did not fit with an afternoon tea experience. Secondly, renovations were occurring in the room next-door, and drilling could be heard loudly. Our server offered a complementary a glass of bubbly to mitigate the offensive noise, which we politely refused. Toward the end of our afternoon tea, the smell of paint wafted through the tea room, making it a thoroughly unpleasant experience overall. Fortunately, our server was most pleasant and the food what's what one would expect for $89 a person.
My friend and I (in our sixties) enjoyed the high tea experience. We were transported back in time. The tea and food was very good and service was impeccable. The drawbacks were construction right next door to the tea room and a fairly hefty cost, but it was a once in a lifetime experience.
Food was delicious. The ambiance was beautiful. Our waiter John was fantastic was wonderful. Great experience to try at least once especially for a special occasion. Highly recommend.
Overall experience was ok and nice. The food and pastries were delicious— however we were seated 30 mins after our reservation time. In addition our tea came out cold the first time and it then took a while to get another pot. They clearly need more staff to help with turnover between seatings and managing tables.
We had a lovely first visit to the Tea Room! The service was fantastic—polished and polite. Their selection of teas was excellent, and had us try some new flavours which we would have never thought to try before. The scones were outstanding, and the jams were a great pairing. Sandwiches were delicious, and we felt very pleasantly full by the end of our meal!
We had a lovely time for afternoon tea. There is a large selection of teas and the savoury and sweet foods were fresh and tasty. The customer service was great!
I went for tea at the Windsor Arms many years ago and it was lovely. This time the food was mediocre and the cost for the experience was not justified. It was disappointing.

I have been to high tea here several times and love it! The food is excellent, they have cocktails as well as great tea menu. Best of all is how they setup the tables... so lovely. Small group, large group whichever you have they will make it wonderful!! 👍🏻👍🏻
Outstanding service and presentation Exceptional staff providing a memorable experience Food was very good Excellent value
Fantastic tea and food. Our server was one of the best I have experienced in the Toronto restaurant scene! The only downside was the price ...$95 was a bit steep but it's Christmas so I treated myself. Next year I would have to reconsider since any other time during the year it's not as expensive. It's also too bad that there's no Christmas tree in the dining area... would have felt much more festive. Overall it was very much enjoyed!
After a delightful experience in December, 2024, we decided to return for a Christmas treat. We were surprised at the increase in price and decrease in service. The server seemed inexperienced, and neglected to check on providing hot water for the teapots (one large pot per person is not a good idea because the tea cools down too quickly). we had to ask another server in the area who was adding hot water to customers' teapots. Worse, the reservation had indicated a birthday celebration and the server asked about this when she arrived at the table. Alas, no treat was provided (unlike 2024), and only when I jokingly said as we put on our coats that I had thought I would get a treat for my birthday did she realize that she had forgotten. Although she offered to get me a treat packaged to take away, I declined.
Our Christmas Afternoon Tea at the Windsor Arms was an enjoyable experience. The waiting staff was attentive and offered excellent choices. We found this experience more meaningful than just giving ourselves another Christmas gift we did not need.
