Wonderful little wine bar in the basement! Very homey.
The restaurant itself was very nice. However it took 2 hours to get our food and there were only 5 parties total in the restaurant and only 2 parties ahead of us. We did not get our food all at once as well not everything that was suppose to come for the mealThe waitress was wonderful (no complaints) but the manager had an attitude and gave food to a different table that came in after us.
Will not recommend for the food but the wines are good!

Great place. We travel from Ohio for the nice wine selections and the lovely Pittsburgh atmosphere. Very friendly staff and nice varieties of wine.
Cellar on Penn: A Masterclass in How Not to Run a Restaurant If you’ve ever wanted to experience what it feels like to be stranded on a deserted island—minus the island, plus a rude waiter—then Cellar on Penn is the place for you! Let’s start with the drinks. Or rather, the lack of drinks. It took over 30 minutes for our cocktails to arrive, and by the time they did, I was considering taking up meditation just to cope. But hey, at least they came—unlike our food, which was apparently being prepared by a team of invisible chefs who only cook when the planets align. We were there for over an hour before the waiter even bothered to take our food order, and then another 45 minutes passed before anything hit the table. And when it finally did? Wrong orders. Missing dishes. A complete mess. One of our party members never even got their food. Maybe it’s still coming—who knows? The whole restaurant was in chaos. Every table was visibly frustrated, and at least one group had enough, dropping cash for their drinks and walking out before their food even arrived. Honestly, I wish we had done the same. Instead, we wasted over two hours only to leave hungry so we could make it to a show. And the cherry on top? When we expressed our (very valid) frustrations, our waiter rolled his eyes at us like we were inconveniencing him. Sir, you have one job. Bottom line: If you have a deep love for bad service, long wait times, and incorrect orders, Cellar on Penn is your dream destination. Otherwise, save yourself the frustration and go literally anywhere else.

Service was absolutely awful. We waited ages for just water. We never received our drinks despite attempting to follow up with our server and even going up to the bar to try to check in on the status. Our server didn’t even apologize or acknowledge the status of our drinks. Later to find out our server was actually the manager. We received our food after an hour (still no drinks). The steaks were served cold. One meal never came out. Again, we received no apologies.
I wanted to like this place my friend and I happened to park in front of it while looking for a place to grab food before venturing out for our evening events however, we waited 25 minutes and had decided on our wine and meal and didn’t even get water. Their menu looked great for dessert and loved that they had ice cream from the Penn state creamery for their desserts however I didn’t even get to try their ambrosia wine that I was super excited to because waiting 25 mins just to not even get water was a bit much.
Just happened to stop in while out shopping and Wow!! Cool little speak easy. Had a few drinks, they were awesome. definitely recommend !!
Brunch was amazing, love the tables and atmosphere, drinks were really good too
