I came from northern Virginia 3 hours away to visit Norfolk and we stopped by penguins in my opinion the mango flavor with mango pieces was the best combination out of everything.I recommend this place to everyone in Norfolk either live or visit penguins and they are way better than the slurpee at 7-11 cause they don’t have the natural fruit like penguins does.

Loved my shaved ice with ice cream! The kiddies size is 5 dollars and so big! I think 12 Oz! They overfill the cup like a normal snowcone too! Tastes amazing. Friendly staff too. Ice cream is only 2 dollars extra. Tax included. We paid 12 flat for ours. I got ice cream with mine, my daughter got hers regular. Tons of flavors to choose from, no joke there.

Best Snow cone I've had in a while! The servings are huge! So give yourself time, or be ready to share. They have a ton of flavors and combinations. It took us a while to pick, but the 4 of us were all happy with what we got.

My husband got a Mangonada and brought home a Cheesecake Special for me. The Cheesecake Special was phenomenal. My husband absolutely loved the Mangonada. He said the guy that helped him was really great - great attitude and good recommendations. Will be back for sure!!

We were in the area and stopped by for the first time today. We tried the Coquina and a Ribbit. This is a walk-up style business with outdoor benches and umbrellas. The person who took our order was friendly and helpful. The Snoballs were priced well and absolutely delicious. We will definitely be back!
