This is an IHop express location that looks to be in place specifically for the VCU students. I visited at 12 p.m. today, which appears to be a very busy time... The wait seemed to be excessive to me, but that may have been because the staff moved about at a very leisurely pace. They didn't seem to be in any hurry. I was a bit disturbed that one front line worker was eating something and when she was done she did not wash her hands. I don't think it's appropriate...
