I ordered the Forbidden Bowl.
There was dried wakame seaweed as a topping, but that is something meant to be rehydrated in water before eating, not eaten in its dried form.

When dried wakame seaweed is rehydrated, it expands to about ten times its original size. If it is eaten without rehydrating, it absorbs a large amount of water and swells inside the stomach, which can cause indigestion, stomach heaviness, abdominal pain, and nausea. In the worst cases, it can put strain on the stomach and intestines or even cause an intestinal blockage, so it should absolutely be avoided.

The appetizer menu alone is top notch. We were a party of six and ordered - Hawaiian tuna tower, calamari, coconut shrimp,
Beet salad and chicken Yamatori. Our group devoured them all.

On to the entrees - forbidden bowl, mushroom ravioli, stuffed chicken and shrimp Palermo. The device was top notch. Food arrived in a timely fashion. Our waitress was on top of each food delivery and kept our beverages full. The prices are very reasonable. I’ll be back again.

First time trying this place out. Heard good reviews and glad we came. Started with some cocktails and calamari. We both had the Argentinian, one with salmon and the other with steak. Everything was delicious and we will definitely be back again.

I had never been to Civil Libation prior to 2025, but I have been a few times this year and love it each time. Great appetizers, entrees, drinks, atmosphere, and service. The holiday drink menu is festive and tasty! The scallops and street corn are a delight. I suggest going on a Tuesday for $2 off drinks and apps because it can be a little pricey. I appreciate the clearly labeled menu options and dietary restrictions. I will definitely return!

Every time I've come here, I've had a wonderful experience! The share plates are varied and all quite tasty, and the side salads are fresh and appropriately sized, neither too little nor too much. The cocktails are all well thought out with fun and clever names that somehow only modestly set the stage for how delicious they are. I veered off the beaten path a bit during my last visit and requested a Fig Manhattan that, while not on the menu, was a testament to our bartender's skill and versatility. Overall, I would highly recommend this place to anyone who asks, especially if you're going to enjoy time with good friends, great drinks, and a very pleasant atmosphere with skilled and friendly staff.

Ashley, our server, was a doll! She was personable and accommodating. She even stepped behind the bar to remake a favorite cocktail that 'didn't taste how we remembered it' and she nailed it!

The wait staff was great and went out of their way to come up with a gluten free option for bread. Will go again when back in VA Beach!

Love coming here for breakfast/brunch. Food, scenery, staff are all great. :)

Came in on Halloween and ordered the filet meal. ServIce was fast and friendly from the hostess to the server. Food came fast and the steak was nothing short of amazing for flavor and cooked exactly how I ordered.
I will definitely be back!
