The food is 4 out of 5. Atmosphere, service, and drinks are 5 out of 5. Top 3 best at epcot when taking costs into account. Relatively affordable in relation to the other restaurants at Disney.
I've visited thrice and haven't had a bad meal. Food and drinks really tasty. Lighting is deliberately dim which adds to the charm but it's a shame you can't see the food presentation in its full glory. On our third visit, I finally worked up the courage to ask the staff if we could be seated by the river, which they kindly obliged, but I had to remind them when we were being led to our table, which was originally in the middle of the restaurant.
