They need to have someone at the front register. Not everyone orders off the kiosk and you have people waiting in the lobby. And the restrooms need more attention as well for it to be a public restroom.

This Taco bell is NOT what it once was
The service here is the top 5 slowest in the Chattanooga area.
They took me over 30 minutes for them to make three items.

Hark! Gather ye ‘round, for I shall recount my recent venture into the hallowed lobby of Taco Bell, that fine establishment of speedy nourishment and mysteriously delightful cuisine. Upon crossing the threshold, mine eyes were greeted by menus of such splendor that even the bards of yore would struggle to describe them without fainting from excitement.
