Went there with my family at 8:20pm on a Sunday. Hours say they close at 9, doors were locked and the workers were still inside just looking at us

I called in advanced at 9pm to make sure they were open, he says yes then when I come to the drive thru no one answers and the doors are locked. This isn't the first time they've done this either.
