I finally found my sweet spot at Tommy's Tavern. I've been several times for dinner and although I love the menu, it is too loud to have a conversation. The old Hoolihan's was divided, so diner's were separated from the Happy Hour bar noise. Tommy's updated huge bar is open to all table seating. The music at night blasts loudly to compete with the bar's very loud patrons. So much so that I have trouble even hearing the server to give my order.
