The owner has been getting a lot of remodeling work done in the place, both inside & out. Bathrooms redone, nice brand new solid wood accented with colored resin bar tops. Freshly painted. Inside & out. Nicely rebuilt deck outback for smoking & or food & drinks if you choose. Poker machine area redone, pool tables have brand new bumpers & felt. It really is amazing. I didn't even recognize the place when I walked in it definitely is a step up from when it used to be called Jakes. I definitely recommend a trip there. & hey any BIKERS out there??!! Hop on that scooter & bring your group with you, they are MORE THAN HAPPY to welcome y'all in & have some good & drinks. Depending on where you're riding from it's a nice ride & it's just a few miles heading west bound on HWY-22 off the I-5 & it's only about 6 blocks max from HWY-22. PHILL'S Bar & Grill is located on the corner of 12th St. SE & Rural AVE SE in Salem Oregon. Hit it up ya won't be disappointed that's for sure. Want to have fun there are 7 or 8 pool tables to choose from ( my Ol' Man & I love to play a few 4-5 games of pool.) its also got the same amount of lotto machines if you like to try your luck @ some video poker or slots. Or if you just want to come in & get some food & have a few drinks. Either way it's a great place to do whatever you like. I highly recommend itParking: If the front parking lot is full they have parking out back & on the road if need be. Most of the time you'll have no problem with parking, although if there is a pool tournament happening parking might be a little tricky.Wheelchair accessibility: Both front & back doors are wheelchair friendly

Cool little spot, I would say from experience and the condition of the machines in lotto that you shouldn't count on winning it big here lol. Fair prices, great place to go if you want to be sure there's a pool table available! Nice covered smoking area out back as well which is a big plus here in Oregon. Ample parking as well!

The cook seemed to really care about his food. He prepared it with the zeal of a paris chef. And after made a point to ask if the sauce he made for our items was good. That in itself earned a star I'm my book.

If you want good food and company, go to Jammers instead, it's only a block away and the food is better quality. The only reason to go to Phil's instead is because the kitchen opens earlier, so if you're hungry before 6 pm, Phil's will do okay, but if you can wait til after 6 pm, you'll have a much better time at Jammers.The waitstaff at Phil's will see you sitting at the bar waiting to be served and ignore you for extended periods before coming to see what you want to order. And this includes during slower business hours.There are times when they are friendly and on top of it, but it seems like going there the service is slow more often than not.While the waitstaff are typically friendly when they do approach you, and I enjoy chatting with them, it does make it difficult to want to return when you have to wait a long time to get that service.The food isn't that great and tastes microwaved and not fresh, and while I don't expect fine dining at a bar, I do expect the food that I've waited a long time to be served to taste better than 5-minute microwaving.Again, if you want better food, wait til 6 pm for Jammers as their food is often much better.It's actually kind of sad, but the reason I went to Jammers in the first place is one of the staff at Phil's telling us about it, and honestly, it was worth the extra little bit of a walk.I know Phil's is currently up for sale, and that it may be a transitional thing, however it seems from past reviews I've read this is a common occurrence.TLDR: Go to Jammers, you'll have more fun.Parking: There is plenty of parking, often because the bar is nearly empty unless its pool league night. I'd say its pretty empty due to the poor quality of food and service, and not because there is actually a huge parking lot.

Roughly a dozen diamond ? pool tables....but on league nights, they are all in use. Great place with awesome staff and decent food. Great place to take older kids to play pool.... there's an area for minors(until 9pm).
