One our friends recommended the place, we went there and I had the chocolate ice cream which was really delicous. I tried the pb and j but I wished it was a bit more peanut buttery!
They have dairy free options as well which is great so you can enjoy ice cream with your lactose intolerance as well! 😃
Harpers is: late night, good friends, lots of samples, a tates of a world we may soon enter.

The ice cream is really wonderful and the staff is great! Docked a star because they’re the only business I’ve ever been to that charges for a pup cup, and they aren’t even that big. Hope they rethink this decision and make pup cups free with purchase!
It saddens me to leave a one-star review, as I used to enjoy stopping by after my workout classes. I liked ordering ice cream and taking a moment to relax. I had spoken with the owner once before and had a positive impression, but this time was different. The service I received yesterday left me feeling uncomfortable and unwilling to return. I hope this review offers some helpful perspective.
This was my first time me and my boyfriend came here to this little ice cream shop for a mini ice cream date. I got the soft serve vanilla with gummi bears and sprinkle toppings and he got the non dairy cookies and cream. I definitely will be back with my boyfriend and will take my 2 teenagers with us. The only reason why I didn’t give a full 5 star rating is because they only had (butter pecan) ice cream in Pints and that would have been way to much ice cream for me. Oh and the parking is scarce too although I was lucky to squeeze in somewhere without any trouble.
Not gone lie I kind of love this place. Harper’s offer so many different flavors and concoctions that it literally gives me a sugar rush thinking about it. I usually just get a milkshake and brownie but it’s the BEST MILKSHAKE every time no matter the flavor!!!
Service was average, no complaints or praises. Ice cream was pretty good, but I don't think it is on top tier level like 1900 Ice Cream, Jeni's, or Franklin Fountain. The price for 2 large scoops is $8, which is what I'd expect in Philly but not a great value.
The ice cream was served to me in a plastic drinking cup, with a plastic spoon that was bent fully out of usable shape before I finished half of it. I had to grab another. It's not creamy ice cream, it's hard and definitely needs a firmer spoon.
I probably won't be back because it didn't stand out in any capacity, and the serving cup and spoon was off-putting because it actively made it more difficult to eat.
