“The staff were very friendly.
The owner needs to do research on service dogs. They are not required to wear vests. You should go to ADA.gov and learn the ins and out of a service dog, especially as a business owner. The Department of Health does not mandate this.
Many people take advantage of having a service dog which is ridiculous for those who have and need them but you can't require a vest or anything else of that sort. If anything people take advantage of those vests.
