Been coming here since 2007 (on and off due to moving to Natomas). The food is as good if not better now than it was then.. I got the dinner special for 1.. The wonton soup is delicious, I've always got the Mongolian beef and I substitute the pork fried rice for chicken fried rice. ? ? This place really doesn't get enough credit for how good it is.. Plus we got 5 star service.

We have been to eat at Rice Express twice in person and have gotten takeout from them once. It is a very clean restaurant and conveniently next to 99 Ranch, so every time we do a frozen dumpling or noodle restock, we stop by Rice Express for lunch. Both times, my husband and I ordered their noodle soups. It is hard to find a good Chinese restaurant in the Folsom area that serves other dishes besides the standard Chinese fare/combo plates, and we were very pleased that they served more traditional noodle soups and dishes. Our soups came out piping hot and the flavors of the broths were on point, especially for the beef noodle soups. The meats were very well braised, and the noodle texture was just the way I enjoy them. The first time we ordered thin rice noodle, and the second time we ordered the more traditional thick noodle. Both types of noodles were excellent and not overcooked. Service was fast and the owners were very talkative and checked up on us often. They speak both Cantonese and Mandarin, so huge plus if you can speak both. I can speak both, but my Cantonese is better than my Mandarin (I'll definitely need to practice more). Our waters were refilled often, and they also offer tea in their menu (which we will need to order next time). They also serve congee, which I'd love to try, as well as a few clay pot dishes (again not common for this side of Sac). If you would prefer to stick with the more common fare, they have your standard chow mein, fried rice, various meat/veggie entrees, family dinners, etc. that you can order. The pricing is to be expected for the Folsom area and honestly affordable. My takeout order was for their Singapore noodles and those were absolutely delicious. They also held up on the drive home and reheated well. We would love to be back to try their other dishes soon!

The food here is absolutely delicious and the customer service was top notch! We ordered 4 dishes- Thai basil eggplant with tofu, beef chow fun, Szechuan pickled sour noodle soup, and sizzling beef- all 4 dishes were deliciously flavored, infused with the smell of wok hay, and and absolutely delicious! We highly recommend anyone to come and try this restaurant out. We are definitely going to be regulars after this visit! Happy to have found another delicious Chinese/Taiwanese restaurant in the area to add to our meal excursions! Next time we will definitely be trying the Taiwanese beef noodle soup, salt and pepper fried chicken wings, and more!!

I almost hate to post this review. Why? Because the food here is so good I'm afraid a positive review may overwhelm this small business. My family and I travel from Auburn (60 miles round trip) just to eat here. We are from the Bay Area and know from good Asian eating. My benchmark for Chinese cuisine is how well they do Hot & Sour soup. Hands down the best. Favorite dishes include Thai basil fish filet, Generals Chicken, Jalapeno chicken. They use a light touch with sauces and don't bury their food. Portions are generous. The restaurant is spotlessly clean. Don't let the fact they are located in a strip mall put you off. It is about the food and service. You won't be disappointed

Excellent authentic Taiwanese cuisine! We had the Taiwanese beef noodle soup and braised pork rice. The nice owners also were trying out new menu items and gave us cold cucumber salad. The beef in the beef noodle soup was so soft and tender! It was delicious. I am looking forward to coming back again to try the other authentic HK and Taiwanese menu items. Also the service was excellent! The staff were very attentive and friendly. I been to Rice Express years before but they changed owners and remodel! The interior is much more welcoming.

Didn't have time to cook. RICE EXPRESS to my rescue!!! I dislike most Chinese restaurants as I am super picky - my dad was an amazing Chinese chef as are most of my aunts/uncles. I am all about authenticity with Chinese dishes. Ying and his wife along with Sheldon and his wife are the new owners and are the BEST! I have new extended family now!!! Peking Pork Chops - the best I have had since moving up here 20 years ago. For those that order Sweet & Sour Pork/Chicken/Prawns (this is not a real Chinese dish) order the Peking Pork Chops instead. Salt & Pepper Pork Chops - perfectly crispy with tender meat. Sautéed Veggies - prepared with all the veggies I like and omitted the ones I don't. The kitchen is very accommodating. Two Dungeness Crabs ( I brought the live crabs to them) and they prepared them two ways - Salt & Pepper and Ginger Scallion - absolute perfection! Crabs were not over-cooked and flavor was great... The portions are more than generous which is rare these days. This is your Chinese food restaurant when the craving strikes!!!

We've been getting Chinese take out from here for almost two years since moving to Folsom, and we keep coming back! The Walnut Shrimp is my personal favorite, my daughter loves their General Chicken so we always make 2 orders out of that, and their variety of noodles are some we never had until we tried it here. Delicious! They're always 20 minutes for wait time, and we make big orders, so we appreciate their efficiency.

We have gone to this establishment for many, many years. It used to be good, then it changed hands and was not any good. Good news-It has changed hands again and it is really, really good. It is a really pleasant experience to go to an establishment where they are happy to see you, appreciate your business, and have very tasty, high quality food. We have ordered take out twice in the past three weeks, and the food is hot, fresh, and very tasty. We wish them well, and you should give them a try!

Classic older place that doesn't look like much because the food speaks for itself. No frills, just good food for a good price. Service is quick and efficient.

Been here before and decided to have my favorite - Taiwanese beef noodles. Was suprised coming in with a new look and was right that it was under new management. The soup was way better than before. Also, would recommend the Salt and Pepper calamari. Playing Christian music was a plus too. Ying, our server was friendly and responsive. Will come back here with my wife and definitely recommend this place to family and friends.

It was only our third time there because we live in Nevada City/Grass Valley. If I lived closer, I would be a regular for sure. The food is some of the best I have ever had. I have tried the vegetable chicken and the vegetable prawns, and both were amazing (and the leftovers were just as good). My friend has had the walnut prawns twice and walnut chicken once and was very pleased with both. I had a taste of both, and they were very crispy and delicious! The service was great, and the server was very personable. It's the only place I want to eat when i go to Folsom.
