Look for the Penn Center Beauty Supply, which is - left - just down the hall from the Visitor Center, which is - right - at the bottom of the escalator of the 15th St/City Hall subway station. Ninja Bao is just down the hall on the right from the beauty supply.
The tonkatsu ramen was tasty all around and the green bao had great flavors and was piping hot.

This is a long-standing hidden gem tucked away in the underground walkway of 2 Penn Center. Incredible delicious food is always worth seeking out. The soup buns and pan-fried dumplings are bursting with juicy fillings—my whole family absolutely loved them, we were blown away!
Excellent chicken Katshu buns!
