Had a great time visiting Penguin's snoballs for my grandson's 2nd birthday! The snoballs were the best I have ever heard and the service was great! We will definitely be going back often!

I love going to Penguin's SnoBalls. Especially on those hot summer days we just had during the summer. I always get the strawberry daiquiri kiddie size snoball. They know to make it just right. The service is the best they greet you with a smile. When they come to the window to take your order. They are very courteous, professional. I will definitely continue to go there to get SnoBalls. Whenever they are open whether it summer or fall.

The SnoBalls are delicious - and relatively quick to come out after ordering - but they are pricey at $4.00 for a kid's size and only go up from there when you add in any toppings, and of course, they ask for a tip. The actual outdoor seating area is plagued by bees or yellow jackets of some sort making it really quite unusable for sitting and enjoying. Probably will not go back.

Great little spot. I absolutely loved shaved ice and can't find it anywhere. We've been back twice already, both times my daughter loved it, and the staff were very sweet. Even on a weekend when they had one poor kid working by himself. They were friendly, helpful, and still managed to get our treats to us quickly. Will continue to come back every summer we are still living here.

This place is amazing! Our to go spot when we visit Norfolk. The snow ones are delicious so many flavors to choose from. I love that you can add ice cream to them also! Servers are always friendly and super quick. Definitely give them a try!

Wonderfully creative and refreshing. Quite a sketchy area to go through in order to get to this location as an out-of-town visitor. Not too sweet like other shaved ice places can get. The outdoor seating with umbrellas was a nice touch on a scorching 95 degree day. This was a nice break from the standard ice cream place.
