Their online ordering website will automatically charge you a "municipal packaging fee" even if it's just a pizza box which doesn't fall into the paper bag category. There is no option to request no bag and they tack the 0.15 charge on every order. The bylaw clearly states you can only charge the fee if a bag is requested.
