I stopped by Happy Café Express for lunch today and was surprised to find the restaurant has completely changed its menu. The owner has moved the old menu to a new spot called Harbor Dim Sum & Cuisine on Alameda Avenue. While the location and offerings have shifted, it’s still under the same ownership, now focusing on using a spoon to scoop classic American-style Chinese food.

Friendly staff, big portion, and great price. Also the seating area was good. If you are looking for scoop Chinese or a local Panda Express alternative, this is the spot!

The staff is friendly and polite, and the fried milk is a must-try for its crispy exterior and creamy interior.

It's authentic cooking that is relatable and flavorful, and reasonably priced. Dishes like salt pepper calamari and black pepper steaks taste like home and are definitely recommended.
