“If they have all the food ready before 11 a.m., they won't start serving until 11, no matter how long the line is. However, sometimes they don't even have the food ready by 10 mins after. Employees dragging in at 11:05.... IF YOU ARE GOING TO SET A START TIME IN STONE.... THEN ABIDE BY IT!
