Updated review (2023; 4 stars) - Monte D Rey is still far from being the best Mexican restaurant in the High Country, but it has definitely made improvements over the past year. I no longer drink, so I cannot comment on the margaritas but I can attest that the food quality and flavor has improved. I'm from NYC so I've had the greatest "Mexican" food in the world (including my many trips to Mexico). But have to tell you, in the 15 cities I've lived in this place is top notch. Great atmosphere even as plain strip mall as it is. Service was excellent. And the food is so good and perfectly done. Even the salsa with chips is stellar.
