This guy's name is Mohammed, and I think he and his sweet wife are from Bangladesh; she works in the daytime, mostly. He also has kids, lives close by, and the cart license is all his; it's his business. They speak minimal English, but super nice people.He's been on this spot forever, and apparently is also allowed to leave the cart there overnight, on the sidewalk. Rating: 4.0/5.0 I had my first bite of halal cart food ten years ago. If you ask me what my order was at that time, I cannot tell you as I have no memory of it. But what I do remember are heavy styrofoam boxes stuffed with chunks of chicken and lamb over rice drizzled with white sauce, extra hot sauce, and BBQ sauce accompanied by a "salad" of lettuce and tomatoes; this was my go-to order at the Rafiqi's on Chambers Street. Standard NYC "halal cart" fare, but it's consistent in quality and quantity. I probably eat there 2-4 times a month, and nearly always get chicken over rice or in a pita (gyro).
