My favourite Chinese food in Victoria. Nothing fancy, just good food served with a smile. Henry behind the counter is always welcoming and friendly.
The interior may not be modern, but Frank's has some of the most affordable and delicious breakfasts in Victoria. Portions are good, but not overly large.
Great place if you wanna feel like you're getting a home cooked breakfast.
