FIVE STARS!
Definitely some of the best Pho I’ve had ! Spring rolls were super good to!
Overall 7/10!
Pho 25 is a solid casual spot! Got takeout ... the medium rare beef pho tasted good and definitely better than average, though the large portion felt pretty small for the price and the flavor wasnt super deep.
In many places when I get a large, I would get 1.5x what my 'large' portion was.

Pho 25 offers decent pho with friendly service and fresh, tasty dishes like veggie pho with beef broth. The restaurant is clean, and the service is wonderful, contributing to a pleasant dining experience. Prices are fair, making it a good choice for a meal downtown. They also serve refreshing Taro Bubble Tea. While some find the food overpriced, others appreciate the generous meat portions in dishes like meatball steak. The broth is rich and flavorful, with tender beef that many find impressive. Customers enjoy the egg rolls, which have a delicious sauce that they want to take home. Overall, Pho 25 is a satisfying choice for a filling meal in an interesting part of town, known for its outstanding quality and efficient service.
