Thi Thi Vietnamese Submarine, right beside Chinatown and close to the Government buildings, deserves more love than it's getting. As a first timer, I found the taste really solid and the portions generous, all at a genuinely reasonable price. Maybe it's not quite the glory days before the management change, but that's no reason to be hard on a small business like this.
