Really cool vibe and location. Service and food were just OK. The Ribeye did not seem like a quality cut for the $. The Ginger and heat in the crust of the Banana Chocolate pie was overwhelming. Cocktails were great. Salsa was outstanding. Purple potato mash was really good. My wife enjoyed the chicken enchiladas.
Amazing tacos. High quality vibe with staff that will take a moment to talk with you.Parking: Much of NW 13th is blocked off from cars, but keep in mind Toro is about two blocks away from the Portland Streetcar.

Raised sidewalk seating & indoor but open to the outside seating on a non-car block, very nice.Kid-friendliness: Several kids & a baby were enjoying dinner with their families while we were there.
